No-stopping sign: arrow to the right or left
What the arrow really shows
The StVO does not say arrow to the right or arrow to the left. The start of the banned stretch is a horizontal white arrow on the sign that points towards the carriageway. The end is a horizontal white arrow on the sign that points away from the carriageway. The StVO states this in Annex 2 to section 41(1), serial number 61.

Sign on the right side of the street
A sign 283 or sign 286 usually stands on the right side of the street. Then an arrow to the left points towards the carriageway and marks the start. An arrow to the right points away from the carriageway and marks the end.
Sign on the left side of the street
If the sign stands on the left side of the street, the direction is reversed. Then an arrow to the right points towards the carriageway and marks the start. An arrow to the left points away from the carriageway and marks the end. An arrow to the right is therefore not always the start.

Two arrows on one sign
Two arrows on one sign mean a repeated sign in the banned stretch. One arrowhead points towards the carriageway, the second arrowhead points away from it. You are then in the middle of the banned stretch and the Haltverbot still applies.
Where the ban applies
The banned stretch applies until the next junction or side road on the same side of the street. Another sign for stationary traffic can end the stretch earlier. Regulatory signs apply where they stand. Special supplementary signs to sign 283 and 286 can extend the area of application.
The Haltverbot applies only on the side of the street where the sign stands. Sign 283 bans any stopping, sign 286 allows a short stop to get in or load. A mobile Haltverbot overrides signs that allow parking. Read the arrow on the sign at the place where you stop.
