Taxi, fire brigade, loading zone: special rights in a no-stopping zone
Introduction
No-stopping zones do not apply equally to everyone. Taxis, emergency vehicles, delivery services and people with disabilities have special rights under certain circumstances. Here you can find out who is allowed to stop in a no-stopping zone, when, and who is not.

Special rights for taxis
Supplementary sign "Taxi frei"
If the additional sign is displayed under a no-stopping sign "Taxi frei", taxis are allowed to stop there. All other vehicles are not.
Taxi rank (sign 229)
The taxi rank is reserved exclusively for taxis. For everyone else, there is an absolute no-stopping restriction.

Fire brigade and rescue services
Special rights when on duty
The fire brigade, rescue service and police may, during call-outs with blue lights and siren as a matter of principle stop anywhere, even where stopping is absolutely prohibited. This follows from StVO § 35 (special rights).
Not on duty
When not on duty, the normal traffic rules apply. A fire engine may not park in a no-stopping zone without operational necessity.

Delivery zones
Additional sign "Loading and deliveries"
The additional sign "Laden und Liefern frei" may be displayed under a no-stopping sign. This means:
- Vehicles may load and unload
- Stopping for loading and unloading permitted
- Long-term parking still forbidden
Time limit
Delivery zones are often time-limited:
- "Laden und Liefern 7-11 Uhr" → mornings only
- Outside the stated times, the no-stopping restriction applies to everyone

Important: The delivery zone is not limited to businesses. Anyone may load and unload there, but not park.
Disabled parking permit
Blue EU parking permit
People with exceptional walking disability (code "aG") or blindness (code "Bl") receive the blue EU parking permit.

Orange parking permit
For people with the codes "G" and "B", there is the orange parking permit. This grants fewer special rights than the blue EU permit.
Buses and trams
Bus stop (sign 224)
At bus stops, there is an no-stopping zone for all other vehicles – 15 metres before and after sign 224.

Special permits (§ 46 StVO)
Anyone who regularly has to stop in a no-stopping zone can apply for a special permit from the Straßenverkehrsbehörde.

Frequently asked questions
May an ambulance stand in a no-stopping zone when not on a call-out?
No. Special rights under § 35 StVO apply only when carrying out sovereign duties (call-out). An ambulance parked without a call-out reason is treated like any other vehicle.
May I stop briefly in a no-stopping zone to accept a delivery?
Only in a restricted no-stopping zone (sign 286), if you are actively loading or unloading and it takes under 3 minutes (or you are busy loading/unloading). In an absolute no-stopping zone (sign 283): no.
Do electric vehicles have special rights in a no-stopping zone?
No. Electric cars do not have any general special rights in no-stopping zones. Special rights exist only at specific EV charging bays (supplementary sign “Elektrofahrzeuge”).
