Balcony power plant 2,000 watts: what is allowed
Short answer
2,000 watts apply to the modules, not to the inverter. The inverter may deliver at most 800 VA. Both limits apply behind the same grid connection point.

Which limits apply
The special rules apply since the Solar Package of 16 May 2024. You add up several plug-in solar devices behind the same grid connection point. If the inverter exceeds 800 VA, the simplified special rules do not apply.
What a throttle changes
The highest selectable power counts. A software throttle does not change the limit. That applies to modules and to the inverter.
Registration
You register the plug-in solar device in the Marktstammdatenregister. The report to the grid operator drops inside these power limits. The Bundesnetzagentur forwards the data to the grid operator.
