Last updated: November 2025

Applying for a no-stopping zone (Halteverbot) in Berlin costs a minimum of € 21 and takes about 4 weeks. You submit your application to the Road Traffic Authority (Straßenverkehrsbehörde) in your district. Here we explain all the steps, requirements and important deadlines for your application.

Prerequisites

You don't need to meet any special requirements to apply for a no-stopping zone in Berlin. Anyone can submit an informal application (formloser Antrag) to the responsible authority. The legal basis is StVO § 46 Abs. 1 Nr. 11.

You need the following information for your application:

  • Exact address and street section for the no-stopping zone
  • Time period with start and end dates
  • Reason for the no-stopping zone (moving, construction, event)
  • Your complete contact details
  • For companies: Business license or commercial register extract

The authority reviews each application individually and decides based on traffic law criteria. There is no legal right to approval. The authority checks especially strictly in densely built areas whether the no-stopping zone is really necessary.

Important: The authority only issues the traffic order (Anordnung). You must separately order the traffic signs from a construction site security company and have them installed.

Step-by-Step

The application process works similarly in all Berlin districts. Processing time varies between 3 and 10 weeks depending on the district. Plan enough lead time for your move or project.

Here's how to apply for your no-stopping zone step by step:

  1. Determine the responsible district based on the address
  2. Write an informal application with all important details
  3. Submit the application by email, post or in person
  4. Pay the fee after receiving the fee notice
  5. Wait for the traffic order
  6. Order the traffic signs from a specialist company

The responsible authority is usually the district office (Bezirksamt) or the Streets and Green Spaces Office (Straßen- und Grünflächenamt). In Mitte and Friedrichshain-Kreuzberg, the district office is responsible. In other districts, responsibility may lie with the Streets and Green Spaces Office.

Online applications are not yet possible in most districts. You must submit your application by email, letter or in person. More details about costs can be found in the cost guide.

After approval, you receive the traffic order by post. This order authorizes you to install the traffic signs. Details about sign installation are explained in the signs guide.

Deadlines

The most important deadline for no-stopping zones: Traffic signs must be installed 72 hours before they become valid. This means 3 full days' notice for drivers. This deadline is legally required and cannot be shortened.

Processing times vary significantly between districts:

  • Fastest processing: Lichtenberg with about 3 weeks
  • Longest processing: Charlottenburg-Wilmersdorf and Friedrichshain-Kreuzberg with 6-10 weeks
  • Average: Most districts process within 4 weeks
  • Company applications: In Charlottenburg-Wilmersdorf only 1 week

Plan at least 7-8 weeks lead time before your desired date. For important deadlines like moves, you should apply even earlier. The authorities cannot speed up processing, not even for an extra fee.

You can freely choose the validity period of your no-stopping zone in your application. Common periods are 1-7 days for moves or several weeks for construction sites. Extensions are possible but must be applied for in time.

Common Mistakes

Many applications get rejected or delayed due to avoidable mistakes. The most common problems arise from incomplete information or unrealistic timelines.

Avoid these mistakes:

  1. Applying too late: Plan at least 8 weeks lead time
  2. Vague location details: Specify house number and exact street section
  3. Missing justification: State specific reason for the no-stopping zone
  4. Unrealistic size: Only request as many parking spaces as necessary
  5. Wrong jurisdiction: The district of the target street matters, not where you live

Many people underestimate processing time especially for moves. If you apply too late, you might not get approval for your desired date. Express processing doesn't exist.

You should also plan the size of your no-stopping zone realistically. Zones that are too large often get rejected or reduced. For a normal move, 2-3 parking spaces in front of the building are usually sufficient.

You must pay the fees after receiving the fee notice. Without payment, you won't receive the traffic order. Processing stops until payment is made. Back to the no-stopping zone overview for more information.
