Heat pumps in Hamburg at a glance
Hamburg is a city state, and therefore both a federal state and a city. The Hanseatic city provides additional funding for heating system replacement through the IFB programme “Erneuerbare Wärme”, alongside federal funding. Both programmes can be combined. The Senate adopted the citywide heat plan on 16 June 2026, on time before the statutory deadline of 30 June 2026. A. As a city state, Hamburg has no separate municipal resolution process; the Senate decides directly.
In practice, ground-source heat requires a distance of around 5 metres from the property boundary. Air-source heat pumps do not require a separate setback area. Details are provided below under “Wasserrecht” and “Bauordnung”.

Hamburg state funding
The Investitions- und Förderbank Hamburg (IFB) offers two core programmes: Erneuerbare Wärme and Hamburger Heizungsförderung.

For air-source heat pumps, an additional output-dependent grant applies. Check the exact key amounts (minimum grant, calculation per kW) directly in the current IFB product information, as these values may change.
Alternatively, the subsidised-interest IFB-Energiekredit is available for individual measures. Both IFB programmes can be combined with federal funding KfW 458, provided the total funding rate does not exceed the statutory cumulative funding cap.

Water law: ground-source heat and groundwater
Ground-source probes require a water-law permit under § 8 WHG. The responsible authority is the Behörde für Umwelt, Klima, Energie und Agrarwirtschaft (BUKEA).
The distance of around 5 metres from the property boundary derives from the mining-law de minimis threshold, not from a separate fixed rule under water law. There is no blanket distance between two installations. For probe fields, a de minimis rule of 6 metres applies; otherwise, the authority assesses the individual case using a hydrogeological simulation.

Building regulations: noise protection and minimum distance
The Hamburgische Bauordnung (HBauO) entered into force in a new version on 1 January 2026. The provision relevant to heat pumps is § 6 Abs. 8 No. 4 HBauO.

Within the size limits, no separate setback area is needed, provided the functional distance technically required from the external wall of the supplied building is maintained. This is not a fixed distance in metres, but depends on the manufacturer and connecting line. The revised HBauO exempts heat pumps and solar balcony power systems from planning permission.
