Heat pumps in Sachsen at a glance
Sachsen has three major cities with more than 100.000 inhabitants: Dresden, Leipzig and Chemnitz. Details of heat planning are available in the relevant city document.
The state offers no direct grant funding for heat pumps for private individuals, but supports modernisation through Sächsische Aufbaubank (SAB). Details are provided below under “State funding in Sachsen”.

SAB Sachsenkredit Energie und Speicher supports electrically operated ground-source heat pumps up to 100 kWth and storage, from a minimum investment of 35.000 EUR. Since 2026, stricter noise-protection requirements apply to air-to-water heat pumps.
SAB Sachsenkredit Klimafreundlicher Wohnen combines a subsidised-interest loan with a repayment grant of 4 or 5 per cent, from a minimum loan of 20.000 EUR, for owner-occupied housing with up to 4 Wohneinheiten.
SAB Familienwohnen is aimed at households with at least one child, including a “Jung kauft Alt” bonus of up to 50.000 EUR for refurbishing older buildings built before 1990.
Förderrichtlinie Energie und Klima provides a total of 243 million EUR until the end of 2027, for SMEs, universities, associations, cooperatives and private individuals too.
For private individuals, federal funding through KfW 458 is also the main route.
The development bank is SAB. Advice is provided through SAENA.
Water law: geothermal energy and groundwater
Ground-source probes require a water-law permit in Sachsen under the Sächsischen Wassergesetz (SächsWG). The lower water authority in the district or independent city is responsible.
For boreholes deeper than 100 metres, clarify mining-law responsibility with Oberbergamt Freiberg.

Sachsen has published its own Verfahrenshandbuch oberflächennahe Erdwärmenutzung. It provides the technical basis for water authorities.
Building regulations: noise protection and minimum distance
Unlike Thüringen, Schleswig-Holstein or Sachsen-Anhalt, Sachsen has no legislative amendment to the Sächsischen Bauordnung (SächsBO) with a fixed heat pump exemption. The basis is a guidance letter from the responsible State Ministry dated 21 December 2023.
Accordingly, air-source heat pumps are not considered buildings under § 2 Abs. 2 SächsBO. Whether they have a building-like effect and therefore trigger a setback area depends on their height: below 2 metres, no setback area requirement is generally assumed.

For the remaining Saxon municipalities, the deadline is 30 June 2028. SAENA runs the Servicestelle Kommunale Wärmeplanung Sachsen to support municipalities.

Which funding applies to my heat pump in Saxony?
Above all, the federal KfW 458. funding. In addition, SAB offers the Sachsenkredit “Energie und Speicher” on interest-reduced terms and “Klimafreundlicher Wohnen” with a repayment grant. There is no grant funding specifically for heat pumps.
Who approves a geothermal probe in Saxony?

Do I need noise evidence for my air-source heat pump?
Yes, in purely residential areas. Noise evidence is required in the simplified building permit procedure. The values are based on TA Lärm.
Do I need a minimum distance from my neighbour for the outdoor unit?
According to a guidance letter from the responsible ministry: air-source heat pumps below 2 metres in height generally do not trigger a setback area requirement. Above 2 metres, the regular setback area rules apply. TA Lärm remains unchanged.
What does the SAENA Servicestelle Kommunale Wärmeplanung provide?
The service centre provides Saxon municipalities with practical information and support for preparing and implementing heat planning.
