Heat pumps in Mecklenburg-Vorpommern at a glance

Mecklenburg-Vorpommern has only one city with more than 100.000 inhabitants: Rostock. Details on heat planning are provided below under “Status of municipal heat planning”.

The state does not offer its own grant funding for heat pumps for private individuals. The funding bank is LFI MV, and advice is provided through LEKA MV. Details are provided below under “State funding in Mecklenburg-Vorpommern”.

State funding in Mecklenburg-Vorpommern

The state's climate protection funding is aimed primarily at businesses, associations and municipalities.

Klimaschutzförderrichtlinie Unternehmen and the funding for non-economic organisations are not aimed at private individuals.

Relevant for private individuals is the LFI MV Wohnraum-Modernisierung loan: interest-free, with a partial waiver of 25 per cent after proof of use, covering up to 80 per cent of costs, up to a maximum of 146.300 EUR per dwelling. Heat pumps are eligible for funding. The programme runs until 31 December 2026.

For private individuals, the federal KfW 458 funding is also the main route.

The funding bank is LFI MV. Advice is provided by LEKA MV.

Water law: geothermal energy and groundwater

Ground-source probes require a water-law permit in Mecklenburg-Vorpommern under the Wassergesetz des Landes (LWaG). The competent authority is the lower water authority in the district or independent city.

In addition, you must notify Geologischen Dienst M-V of the drilling at least 2 Wochen in advance, under the § 4 Lagerstättengesetz. This is independent of the water authority.

Building regulations: noise protection and minimum distance

The Landesbauordnung Mecklenburg-Vorpommern (LBauO M-V) has been in force in a new version since 1 July 2025. Under § 6 Abs. 8 Nr. 3 LBauO M-V, heat pumps up to 2 metres high and 3 metres long are permitted without their own setback area, including directly on the property boundary.

Unlike in some other federal states, there is no additional cap on total length for heat pumps. The 15-metre cap in the law applies only to garages and solar installations, not to heat pumps.

Status of municipal heat planning

Mecklenburg-Vorpommern has not enacted its own state heat planning law. The federal Wärmeplanungsgesetz applies directly.

Rostock completed Wärmeplan Rostock 2035 as early as 2022, well before the federal deadline. Details are provided in the city document.

Schwerin is just below the 100.000-inhabitant threshold and would normally have had until 2028. The city voluntarily adopted its heat plan on 29 June 2026.

Around half of the remaining independent cities and municipalities are preparing theirs.
