Heat pumps in Rhineland-Palatinate at a glance

Rhineland-Palatinate has five major cities with more than 100.000 inhabitants: Mainz, Ludwigshafen, Koblenz, Trier and Kaiserslautern. Details of heat planning are provided below under “Status of municipal heat planning”.

The state does not offer its own grant funding for heat pumps, but supports modernisation through low-interest ISB loans. Details are provided below under “State funding in Rhineland-Palatinate”.

State funding in Rhineland-Palatinate

ISB Darlehen Wohneigentum universell supports modernisation with 25.000 up to 100.000 EUR; heat pumps are eligible. 10 per cent equity is required, and it can be combined with KfW or BAFA.

ISB Effizienzkredit is aimed at businesses and self-employed professionals, not private individuals. KIPKI supports large municipal heat pumps and local heating, also not privately. Junges Wohnen applies only to student and trainee accommodation run by institutional providers.

For private individuals, the federal KfW 458 funding is also the main route.

The state development bank is the ISB. Advice is provided through the EARLP.

Water law: geothermal energy and groundwater

Geothermal probes require a water-law permit in Rhineland-Palatinate under the Landeswassergesetz (LWG). The responsible authority is the lower water authority in the district or independent city.

You must also register drilling deeper than 100 metres with the Landesamt für Geologie und Bergbau (LGB) in Mainz, under § 127 BBergG. This is a geoscientific notification, not an obligation to submit an operating plan.

The 400-metre de minimis threshold under the Bundesberggesetz is practically irrelevant for probe depths commonly used in Rhineland-Palatinate, which are usually under 150 metres. The decisive factor remains the 100-metre notification threshold to the LGB.

Building regulations: noise protection and minimum distance

The Landesbauordnung Rheinland-Pfalz (LBauO), § 8 Abs. 8, generally requires a clearance area for installations with a building-like effect. Unlike in some other federal states, the LBauO does not itself specify fixed dimensions such as 2 metres in height or 3 metres in length in the statutory text.

The Verwaltungsgericht Mainz ruled in 2020 (judgment of 30.09.2020, Az. 3 K 750/19.MZ) that a small air-source heat pump without a building-like effect does not require a clearance area. The court stressed that this was a case-by-case decision. Larger or more impactful installations may require a clearance area.

For typical small air-source heat pumps, installation at the property boundary is usually possible in practice, but is not automatically guaranteed. Ask the building control authority about larger installations.

Status of municipal heat planning

As at 1 January 2024, Rhineland-Palatinate has five major cities with more than 100.000 inhabitants: Mainz, Ludwigshafen, Koblenz, Trier and Kaiserslautern. All five have formally adopted their heat plans; none missed the deadline.

Details on Mainz are in the city document. For municipalities with fewer than 100.000 inhabitants, the deadline is 30 June 2028.

The Rhineland-Palatinate implementation act on heat planning has applied since 26 April 2025. The EARLP supports municipalities with advice and guidance documents.

What funding is available in Rhineland-Palatinate for my heat pump?

Above all, the federal KfW 458. funding. In addition, the ISB offers low-interest loans, for example “Wohneigentum universell” with 25.000 up to 100.000 EUR. Rhineland-Palatinate has no separate grant funding specifically for heat pumps.

Who authorises a geothermal probe in Rhineland-Palatinate?

The lower water authority in the district or independent city. The drilling requires a water-law permit under the LWG. From a depth of 100 metres, you must also register the drilling with the Landesamt für Geologie und Bergbau.

Do I have to maintain a minimum distance for the outdoor unit?

Not automatically for small air-source heat pumps: the VG Mainz ruled in 2020 that a small installation without a building-like effect does not require a clearance area. Do Rhineland-Palatinate's major cities already have a heat plan?

Yes, all five: Koblenz (November 2024), Trier (May 2025), Ludwigshafen (September 2025), Kaiserslautern (May 2026) and Mainz (June 2026) adopted their heat plans on time.
