Heat pumps in Saxony-Anhalt at a glance

Saxony-Anhalt has two major cities with more than 100.000 inhabitants: Magdeburg and Halle (Saale). Details on heat planning are available in the relevant city document.

The state does not offer direct grant funding for heat pumps, but supports modernisation through reduced-interest loans via IB-LSA. Details are set out below under “State funding in Saxony-Anhalt”.

Halle (Saale) is home to the nationwide Kompetenzzentrum Kommunale Wärmewende (KWW), led by dena on behalf of BMWK.

For private individuals, the federal KfW 458 funding is also the main route, and can be combined with Sachsen-Anhalt MODERN.

Water law: geothermal energy and groundwater

Ground-source probes require a water-law permit in Saxony-Anhalt under the Wassergesetz Sachsen-Anhalt (WG LSA). The lower water authority in the district or independent city is responsible.

Building regulations: noise protection and minimum clearance

On 16 December 2025, the Landtag Sachsen-Anhalt adopted an amendment to the Bauordnung Sachsen-Anhalt (BauO LSA); it has been in force since 14 January 2026. Since then, § 6 BauO LSA has provided a specific heat-pump exemption: heat pumps up to 2 metres high and 3 metres in total length along each property boundary are permitted without their own clearance area, including directly at the boundary.

Status of municipal heat planning

Saxony-Anhalt has two major cities with more than 100.000 inhabitants: Magdeburg and Halle (Saale). Details on the status in both cities are available in the relevant city document.

For the remaining municipalities, the deadline is 30 June 2028. The state is funding municipal heat planning with around 12 million EUR from federal funds. In the previous year, LENA supported more than 50 municipalities free of charge with submitting applications.

Which funding applies to my heat pump in Saxony-Anhalt?

Primarily the federal KfW 458. funding. In addition, IB-LSA offers the “Sachsen-Anhalt MODERN” loan with an interest-free first year. There is no grant funding specifically for heat pumps.

Are fossil-fuel heating systems still funded in Saxony-Anhalt?

No, since 1 January 2025, “Sachsen-Anhalt MODERN” has no longer funded fossil-fuel boilers.

Who approves a ground-source probe in Saxony-Anhalt?

The lower water authority in the district or in the independent cities of Magdeburg, Halle or Dessau-Roßlau. LAGB provides hydrogeological opinions.

What probe spacing applies to deep boreholes?

According to VDI 4640 Part 2: a minimum distance of 5 metres applies for probe lengths of 40 to 50 metres, and 6 metres for probe lengths of more than 50 up to 100 metres.

Do I need a minimum distance from my neighbour for the outdoor unit?

Not since the BauO-LSA amendment of 14 January 2026: heat pumps up to 2 metres high and 3 metres long are permitted directly at the property boundary without their own clearance area. TA Lärm remains unchanged.
