Heat pumps in Stuttgart at a glance
Stuttgart introduced a revised heating programme on 1 May 2026. Heat pumps are no longer funded as a percentage, but with a fixed amount per kilowatt of system capacity. This makes applying easier and the funding more predictable.
Baden-Württemberg no longer has its own state funding for private individuals. The Klimaschutz-Plus programme ended in July 2025. Owners in Stuttgart combine KfW 458 with the municipal heating programme.

Stuttgart lies above one of Central Europe's largest continuous mineral water deposits. Ground-source probes require special conditions, and drilling is prohibited in the protected zones.

300 Euro per kilowatt of system capacity. For a typical 10 kW heat pump, this amounts to 3.000 Euro in addition to federal funding.
When can I submit the application?
From 1 May 2026 under the new funding conditions. Older applications will continue under the previous rules.
Does Stuttgart have a heat plan?
Yes, since the end of 2023. As an urban district, Stuttgart was required to submit a heat plan well before the federal deadline.
