Taxis, Fire Services, Loading Zones: Special Privileges in No-Stopping Zones

Who is allowed to stop in a no-stopping zone? Special privileges for taxis, fire services, loading zones, and disabled persons -- all exceptions under the StVO.

Introduction

No-stopping zones do not apply equally to everyone. Taxis, emergency vehicles, delivery services, and people with disabilities have special privileges under certain circumstances. Here you will learn who is allowed to stop in a no-stopping zone -- and who is not.

Taxi Special Privileges

Supplementary Sign "Taxi frei" (Taxis Exempt)

If a no-stopping sign displays the supplementary sign "Taxi frei" (Taxis exempt), taxis are allowed to stop there. All other vehicles are not.

Taxi Stand (Sign 229)

The taxi stand is reserved exclusively for taxis. An absolute no-stopping zone applies to all other vehicles.

VehicleAt the Taxi Stand
Taxi with licenceStopping + parking allowed
Ride-hailing vehicle (Uber, Bolt)Prohibited
Private vehicleProhibited
Fine: 20--50 EUR for non-taxis at a taxi stand.

Fire Services and Emergency Services

Special Privileges During Operations

Fire services, emergency medical services, and police may stop anywhere during operations with blue lights and sirens -- including in absolute no-stopping zones. This is based on StVO Section 35 (Sonderrechte, special privileges).

Without an Active Operation

Without an active operation, normal traffic rules apply. A fire engine may not park in a no-stopping zone without an operational reason.

Fire Access Lane

The fire access lane (Feuerwehrzufahrt) is off-limits to all vehicles -- absolute no-stopping zone, at all times. More on this: Fire Access Lanes and No-Stopping Zones

Loading Zones

Supplementary Sign "Laden und Liefern" (Loading and Unloading)

Below a no-stopping sign, the supplementary sign "Laden und Liefern frei" (Loading and unloading permitted) may be displayed. This means:

  • Vehicles may load and unload there
  • Stopping for loading/unloading is permitted
  • Permanent parking remains prohibited

Time Restrictions

Loading zones are often time-restricted:

  • "Laden und Liefern 7-11 Uhr" (Loading and unloading 7--11 AM) -- mornings only
  • Outside the specified times, the no-stopping zone applies to everyone

Who May Use the Loading Zone?

Parcel service (DHL, Hermes)Yes, for loading/unloading
Tradesperson with materialsYes, for loading/unloading
Private individual with shoppingYes, for loading/unloading

Important: The loading zone is not restricted to commercial operators. Anyone may load and unload there -- but not park.

  • Doctors on call

Frequently Asked Questions

Only in a restricted no-stopping zone (Sign 286), if you are actively loading or unloading and it takes less than 3 minutes (or you are continuously engaged in loading/unloading). In an absolute no-stopping zone (Sign 283): No.
