Responsibility

For a temporary Bedarfshaltverbot, for example for a house move, the local road traffic authority is responsible. In Hamburg, the road traffic authorities are located at the police stations (Polizeikommissariate).

Which Polizeikommissariat is responsible depends on the installation location.

Submitting an application

The application must be submitted in writing to the responsible Polizeikommissariat:

if possible by email
alternatively by post or fax

The application must be submitted no later than two weeks before the planned moving date . Earlier submission is recommended, as processing takes time.

Information for the application

The application should include the following information:

First name and surname
Residential and billing address
Telephone number for queries, preferably reachable during the day
Email address, if available
Street and house number of the location where the signs are to be set up
Date and time of the move
exact period for which the required temporary no-stopping restriction is needed

If the application is submitted for another person, a written authorisation is required.

Move-in and move-out location

For both the move-in location and the move-out location, a separate separate road traffic law order is required.

Length of the no-stopping zone

The length required depends on the vehicle used. The following guideline values apply:

7,5-tonne lorry with tail lift: approx. 15 metres
Mercedes Sprinter: approx. 10 metres

For other vehicles, sufficient space behind the vehicle must also be taken into account.

Fees

Polizei Hamburg generally quotes fees for the official permit of 30,30 € to 203,60 € (as at 1/2022). The specific amount depends in particular on the duration and scope of the permit. The fee notice is decisive.

Additional costs are incurred for renting, putting up and collecting the signs via a private service provider.

Signage

Once the permit has been granted, the approved traffic signs must be put up in good time.

Between the day the signs are put up and the possible moving or towing day, there must be three full days . The day the signs are put up and the possible day of use are not counted.

Example: If the move takes place on Saturday, the signs must be put up by Tuesday at the latest.

Installation log

A written log must be drawn up when the signs are put up. It should record:

Time the signs were put up
exact location where the signs were put up
vehicles that were already in the required temporary no-stopping restriction at that time

The log should be kept together with the permit.

Pavement parking

If pavement parking is permitted on the street by sign 315, only vehicles with a permissible gross weight of no more than 2,8 tonnes may park there.

If the zone is occupied

Vehicles must not be removed, blocked, or damaged yourself.

Have the following documents ready:

road traffic law order
installation log
evidence of the correct time the signs were put up

Then contact the responsible Polizeikommissariat.

After the move

If the required temporary no-stopping restriction is no longer needed or the permit period has expired, the signs must be made invalid and then removed. Borrowed signs must be returned to the issuing office.

Process

Identify the responsible Polizeikommissariat based on the location where the signs are to be set up.
Submit the application with all details and, if applicable, the authorisation.
Wait for the written order.
Put up the signs in accordance with the order.
Draw up an installation log with time, location, and vehicles already parked.
Carry out the move within the approved period.
If the zone is occupied, contact the responsible Polizeikommissariat.
Once it has expired, make the required temporary no-stopping restriction invalid and remove or return the signs.
