Submitting an application
To set up a no-stopping zone, you need a traffic-law order.
The application can be submitted using the form “Umzug” or via the City of Essen’s online service.

Traffic sign plan
For commercial applicants, a traffic sign plan is generally required:
- Scale: 1:100 to 1:500
- Submission: in duplicate
Sketch for private individuals
Private individuals can submit a sketch as an alternative to the traffic sign plan. The sketch should clearly show:
- exact location of the no-stopping zone
- affected side of the road
- start and end of the zone
- required length
Declaration of commitment
Private applicants must also enclose the Verpflichtungserklärung zur Verkehrssicherungspflicht.
Details in the application
The application should in particular contain the following details:
- name and address of the applicant
- telephone number and email address
- moving address
- date of the move
- start and end of the required period
- exact location of the no-stopping zone
- length or required number of parking bays
- if applicable, details of the removal vehicle
- if applicable, details of the local parking situation
Deadlines
- The application must be submitted at least 15 Tage before the start of the measure.
- If no-stopping signs are required, you must also allow for an installation lead time of four days.
- The signs with an additional time plate must be put up at least 96 hours before they become valid.
To plan reliably, you should submit the application as early as possible.
Signage
The no-stopping signs can be obtained and put up by yourself or organised by a provider.
Make sure that:
- the approved signs are used,
- the signage is in place at least 96 hours in advance,
- the installation is documented with photos as well as the date and time,
- the signs are removed after the approved period has expired.
Special use and construction sites
If public road space is also to be used for containers, scaffolding, construction site equipment, pallet trucks, lifts or other objects, a separate special-use procedure is required.
The no-stopping zone alone does not automatically permit this additional use.

Moving within a pedestrian zone
An additional exemption may be required to drive into a pedestrian zone.

Existing no-stopping or no-parking restriction
If the move takes place in an area with an existing no-stopping or no-parking restriction, at a pay-and-display machine or in a residents’ parking bay and there is no need to set up a separate no-stopping zone, a separate exemption may be required.

Processing time
The application should be submitted at least 15 Tage before the start of the measure. If documents are missing or there are particular local conditions, processing may take longer.
Fees
Fees are charged for the traffic regulation order. The amount depends on the type and scope of the measure applied for. A fixed general fee is not stated on the official service page.
