There is no active state funding programme in Baden-Württemberg for pellet stoves for private owner-occupiers. Klimaschutz-Plus for private individuals was discontinued on 15.07.2025. Although the programme was reissued, it is exclusively for municipalities: Part 1 (refurbishment of municipal administrative and school buildings) since 21.07.2025,; Part 2 (strategic climate protection measures) since 01.02.2026. Private households are therefore eligible only for federal funding through KfW 458, of up to 70 % for a water-bearing pellet stove.

Tax allowance § 35c EStG

Alternative to KfW funding: deduct 20 % of costs, up to 40.000 EUR per property, only for water-bearing systems.

Legal obligations

Landesbauordnung Baden-Württemberg (LBO BW)

Connecting a wood-burning stove to an existing suitable chimney, as well as combustion installations in general, are exempt from procedure under § 50 Abs. 1 in conjunction with Annex 1 No. 19 LBO BW; no building permit is required. Condition: the technical specifications for the installation must be submitted to the responsible district chimney sweep at least 10 Tage before work begins. Before commissioning, the chimney sweep certifies operational and fire safety and the safe discharge of flue gases.

The construction of a new chimney is generally subject to the same exemption from procedure, provided the technical requirements of the LBO BW are met. In cases of doubt, it is advisable to consult the municipality's Baurechtsamt in advance.

Air quality management in Baden-Württemberg

Since January 2017, the state's Luftqualitätsverordnung-Kleinfeuerungsanlagen has applied in Stuttgart: it prohibits the operation of comfort fireplaces, meaning solid-fuel single-room combustion installations used only in addition to another heating system, on days when the daily particulate matter limit value (PM10, 50 µg/m³) is expected to be exceeded in the Stuttgart urban area. The operating ban applies during the winter half-year (15 October to 15 April) and is triggered by the Amt für Umweltschutz through a general order.

Excluded from the ban are wood-burning stoves used as the sole heating source, as well as single-room combustion installations installed after 1.1.2015 that meet the stricter Stage 2 limit values of the 1. BImSchV. An exemption may be granted on application for comfort fireplaces subsequently fitted with a particle separator.

The public “Feinstaubalarm” alert mechanism itself was discontinued by the City of Stuttgart on 15.04.2020, as statutory limit values have been met at all monitoring stations since 2018. However, the underlying state regulation and the operating ban for comfort fireplaces remain in force and could be triggered again if limit values are at risk of being exceeded.

Frequently asked questions

Does an operating ban apply to my wood-burning stove in Stuttgart?

Only if it is operated as a comfort fireplace, meaning in addition to another heating system. If the wood-burning stove is the sole heating source, or it was installed after 1.1.2015 and meets the Stage 2 limit values of the 1. BImSchV, the ban does not apply. There is currently no active particulate matter alert either, as Stuttgart has met the limit values since 2018, but the regulation remains in force.

Is there still state funding in BW for my pellet stove?

No. Klimaschutz-Plus for private individuals has been discontinued since 15.07.2025. The programme components reissued in 2025/2026 are exclusively aimed at municipalities. Private owner-occupiers are eligible only for federal funding through KfW 458.
