There is no separate state funding programme in Hesse for private pellet stoves. The WIBank Kommunalrichtlinie (Energie) is exclusively aimed at towns, municipalities, districts and municipal associations, and funds only non-residential buildings. Since 01.06.2026, WIBank has not accepted new applications because of high demand.
The only WIBank offer in the energy sector for private owner-occupiers is a loan for photovoltaic systems, 10.000 to 50.000 EUR per project. It covers up to 90 % of investment costs and applies exclusively to PV systems, not heating systems. Therefore, for pellet stoves in Hesse only federal funding through KfW 458. applies.

Alternative to KfW funding: deduct 20 % of costs, up to 40.000 EUR per property, only for systems with water heating.
Legal obligations
Hessische Bauordnung (HBO)
Connecting a stove to an existing suitable chimney does not require planning permission under § 63 HBO. This applies to combustion installations and changes to chimney cross-sections for connecting standard commercial combustion installations up to 350 kW total rated heat output. The installation may only be operated permanently once the authorised district chimney sweep has confirmed in writing that it can be used safely and that exhaust gases are discharged safely.
Construction of a new chimney does not require planning permission up to certain dimensions. For larger installations, an approval procedure is required from the building regulations office of the district or independent city.
