A pellet stove counts as climate-friendly modernisation only if it is part of a measure that improves the energy efficiency class of the whole building by at least 2 classes. Replacing it alone is generally not sufficient.
Requirement: The building was completed before 07.12.2004.
The loan is interest-free for the first 20 Jahre, then at market rates. An additional grant of 10 to 30 % of costs is available, tiered by income group and number of improved efficiency classes.
Income limits: Group A under § 3 Abs. 2 NWoFG, Group B with a 40 % supplement, Group C with a 60 % supplement, only in certain legally defined funding areas.

Municipal funding in Hannover and surrounding area (proKlima)
proKlima, the enercity fund, supports climate protection measures in Hannover, Laatzen, Langenhagen, Seelze, Hemmingen and Ronnenberg. Guideline 2026 supports heat pumps, district heating connections, insulation and photovoltaics. Pellet stoves and biomass heating systems are not included.
Tax bonus § 35c EStG
Alternative to KfW funding: 20 % of costs deductible, max. 40.000 EUR per property, only for water-bearing systems.
Legal obligations
Niedersächsische Bauordnung (NBauO)
Connecting a wood-burning stove to an existing, suitable chimney does not require a procedure under § 60 NBauO. Even combustion systems that do not require a procedure must be inspected and approved for operational safety by the authorised district chimney sweep before commissioning.
New chimney construction is generally exempt from approval if the technical requirements are met. Clarify any doubtful cases with the building control office of the Landkreis or independent city.
