State funding in Rhineland-Palatinate

The loan bears interest at 3,45 % p.a., fixed for 20 Jahre. The contractual repayment rate is 1,8 % p.a.; additional repayments of up to 10 % of the loan are possible each year. A one-off fee of 1 % of the loan amount applies for processing, with a minimum of 250 EUR.

The repayment grant depends on income and the efficiency house standard achieved:

A pellet stove with a water jacket counts as a modernisation measure for using alternative and renewable energy and is generally eligible for funding. If the measure does not achieve an efficiency house standard, which is normally the case when only a pellet stove is installed, the repayment grant is 15 % or 5 %, rather than the higher rates for EH 85 or EH 55. Only if efficiency house standard EH 85 or EH 55 (GEG 2023) is also achieved must an energy-efficiency expert be involved, and the higher grant rates apply.

Apply through the responsible district or city administration, not directly to ISB. The administration issues the funding confirmation, which is then forwarded to ISB.

Alternative to KfW funding: deduct 20 % of the costs, up to 40.000 EUR per property, only for systems with water circulation.

Legal obligations

Landesbauordnung Rheinland-Pfalz (LBauO RLP)

Flue systems on buildings, including soot-fire-resistant chimneys, are exempt from approval under § 62 LBauO RLP, as are free-standing flue systems up to a height of 10 metres. No building permit is therefore required to connect a wood-burning stove to an existing suitable chimney. However, exemption from approval does not remove the other requirements under building and emissions control law: the authorised district chimney sweep must inspect the installation before it is commissioned and certify that it can be used safely.

The same exemption from approval generally applies to building a new chimney if the technical requirements are met. For larger projects, it is advisable to consult the building control office of the Verbandsgemeinde or district-free city in advance.
