What is different in Hamburg

In Hamburg, the nationwide rules for energy advisers and funding apply. The Hamburgische Investitions- und Förderbank (IFB) also offers its own programmes for refurbishment and climate protection.

The Hamburgisches Klimaschutzgesetz requires a mandatory share of renewable heat when heating systems are replaced in existing buildings. This was 15 per cent from 2021. Since the end of June 2026, the stricter requirements of the Gebäudeenergiegesetz (GEG) have set it at 65 per cent. An energy adviser prepares the evidence and calculates the compliance options.

IFB supports thermal insulation in existing buildings, solar thermal systems and heating replacement. The building-envelope programmes, such as “Wärmeschutz im Gebäudebestand”, can generally be combined with BEG funding from BAFA and KfW. An important restriction applies to Hamburg's heating funding. Anyone receiving the KfW climate-speed and/or income bonus for replacing a heating system will not receive additional IFB funding for the same measure. Programme names and conditions are regularly adjusted.
