Bezirksregierungen (progres.nrw application office)
The five Bezirksregierungen (Arnsberg, Detmold, Düsseldorf, Köln, Münster) process progres.nrw applications according to their jurisdiction.

Verbraucherzentrale provides federally funded free initial advice. It has a dense network of advice centres throughout NRW.

See also: Federal programmes. progres.nrw supplements BAFA and KfW funding. In many cases, you can combine federal and state funding, but not without limit.
progres.nrw is Germany's most comprehensive state funding programme for climate protection. It funds heat pumps, solar installations, heat storage systems and structural measures. The Bezirksregierungen process the applications.
Combination with the Bundesförderung für effiziente Gebäude (BAFA/KfW) is generally possible, but capped. As a rule, the total funding rate from public funds may not exceed 60 per cent of the eligible costs for each measure. progres.nrw excludes duplicate funding for the same measure from several programme areas. This also applies to the additional tax bonus under § 35c EStG. NRW.BANK direct grants cannot be combined with other state funding.
NRW.BANK provides additional support through reduced-interest loans and its own repayment grants.

NRW is in the middle range by national comparison. In major cities such as Cologne, Düsseldorf and Bonn, prices are at the upper end. In the Ruhr area and rural areas, they tend to be at the lower end.

What exactly does progres.nrw fund?
Depending on the programme component: heat pumps, photovoltaic systems with storage, solar thermal systems, passive house components and other climate protection measures.
Can I combine progres.nrw and BAFA-BEG?
Yes, in principle, but the total funding rate from public funds is generally capped at 60 per cent of eligible costs for each measure. The order is important: first submit the BAFA or KfW application, then progres.nrw. The energy adviser plans the order and checks the cap.
Which Bezirksregierung is responsible for me?
Responsibility depends on the programme component and, in some cases, the location. The application forms state the responsible Bezirksregierung.
Who enforces the GEG in NRW?
The districts and independent cities, acting as lower building control authorities. The nationwide GEG fine framework also applies here: up to 50.000 EUR.
