What is different in Saxony-Anhalt
In Saxony-Anhalt, the nationwide rules for energy consultants and funding apply. Investitionsbank Sachsen-Anhalt (IB) supplements KfW programmes with state loans and grants.
The state supports energy-efficient refurbishment for private individuals primarily through the “Sachsen-Anhalt MODERN” programme (a low-interest IB loan). “Sachsen-Anhalt ENERGIE” is available for businesses and “Sachsen-Anhalt ÖFFIZIENZ” for public buildings.

For private individuals, IB mainly provides loans under “Sachsen-Anhalt MODERN” (energy-efficient and age-appropriate residential modernisation). The interest rate starts at 0,95 per cent per year, and funding is available up to 50.000 EUR. Since 1 January 2025, the programme has not supported standalone boilers that run solely on fossil fuels.
Other guidelines, such as “Sachsen-Anhalt ENERGIE” (businesses) and “Sachsen-Anhalt ÖFFIZIENZ” (public buildings), target other groups. Private single-family homes also often use federal programmes as their main route.
