What is different in Baden-Württemberg
In Baden-Württemberg, nationwide rules apply to energy advisers and funding. The state also has its own information portal, “Zukunft Altbau”, and its own state programmes through L-Bank.
One special feature: The Erneuerbare-Wärme-Gesetz Baden-Württemberg (EWärmeG) requires a mandatory share of renewable heat of 15 per cent when replacing heating systems in existing buildings. This obligation applies as long as the municipality does not yet have municipal heat planning with an additional municipal resolution. An energy adviser prepares the evidence within 18 Monaten of the new heating system being commissioned. Once the nationwide GEG with the 65-per-cent requirement applies (from 1 November 2026 in municipalities with more than 100.000 inhabitants, otherwise from 1 July 2028), it replaces the EWärmeG.

L-Bank is the state's development bank. It supplements KfW loans with its own programmes for energy-efficient refurbishment.

Zukunft Altbau
Zukunft Altbau is the state's information programme, operated by KEA Klimaschutz- und Energieagentur Baden-Württemberg. It provides provider-independent initial information on refurbishment and funding.

See also: Federal programmes. L-Bank supplements KfW loans with interest-rate reductions. Submit the BAFA or KfW application first. Only then should you consider the state loan.
The current state product is called Zusatzfinanzierung Energieeffizienz. It has one condition: you bought or built your owner-occupied home using the basic funding Eigentumsfinanzierung BW (Z15 loan). This basic funding was granted no more than 10 Jahre ago. An energy-efficiency expert supports the project.

Owners without Z15 basic funding only use the federal BAFA and KfW 458. programmes themselves for refurbishment.
The former Klimaschutz-Plus programme for private individuals ended in July 2025. Since 2026, Klimaschutz-Plus has only funded municipal buildings.

Typical costs in Baden-Württemberg
Compared with the rest of Germany, Baden-Württemberg is in the upper middle to upper third for adviser prices. In Stuttgart, Karlsruhe and Freiburg, hourly rates are at the upper end.

Frequently asked questions (Baden-Württemberg)
What does the EWärmeG require when replacing a heating system?
As long as there is no municipal heat planning, 15 per cent of heating demand in existing buildings must come from renewable energy when replacing a heating system. The energy adviser prepares the evidence or a renovation roadmap as a compliance option. Once the GEG with its 65-per-cent requirement applies, it replaces the EWärmeG.
Is the iSFP a compliance option for the EWärmeG?
Yes, but only in part. A renovation roadmap covers 5 of the 15 percentage points. A further measure is needed for the remaining 10 percentage points, for example thermal insulation or a solar thermal system.
Who checks EWärmeG and GEG breaches in Baden-Württemberg?
The lower building authorities (Landratsämter and independent cities) check the evidence, including years after the heating system was replaced. Breaches of the obligation to provide evidence may result in fines of up to 50.000 EUR.

Zukunft Altbau is a free state service for initial information. For subsidised detailed advice, you need an adviser from the BAFA expert list.
