What is different in Schleswig-Holstein

In Schleswig-Holstein, the nationwide rules for energy advisers and funding apply. Investitionsbank Schleswig-Holstein (IB.SH) supplements KfW programmes with its own loans.

The Energiewende- und Klimaschutzgesetz (EWKG) requires a minimum share of 15 per cent renewable heat when heating is replaced in residential buildings constructed before 1 January 2009, if the GEG does not yet apply. The current version of the EWKG entered into force on 29 March 2025. A transitional period until 29 March 2026. applies to buildings already subject to an obligation under the old version. An individual renovation roadmap (iSFP) can fulfil one third of this obligation (5 percentage points).

See also: Federal programmes. Schleswig-Holstein no longer has an independent state grant programme for private renovation or heat pumps. The state discontinued the former programme "Klimaschutz für Bürgerinnen und Bürger" as early as 16.11.2023 and has not relaunched it to date.

For private single-family and two-family homes, BAFA and KfW (BEG) are the main route. In addition, IB.SH offers the low-interest "Immoflex" loan for owner-occupied properties, from 1,1 per cent interest per year and a minimum loan amount of 15.000 EUR. It expressly also applies to energy-efficient modernisation, for example installation of a heat pump. Important: this is a loan, not a grant. Individual municipalities or municipal utilities also offer local incentives, which can change quickly.

What does the Energiewende- und Klimaschutzgesetz require when heating is replaced?

For residential buildings constructed before 2009, a minimum share of 15 per cent renewable heat applies when heating is replaced, provided the GEG does not yet apply. An iSFP covers one third of this. An energy adviser calculates the other compliance options.

Can I combine IB.SH and KfW funding?

Yes. The IB.SH Immoflex loan supplements KfW grant funding, but does not replace a grant. IB.SH provides advice on combining them.

Who enforces the GEG in Schleswig-Holstein?

The districts and independent cities as lower building control authorities.

Is there state funding for heat pumps in Schleswig-Holstein?
