Legal basis
- EEG 2023 – feed-in tariff and funding (federal level)
- Solarspitzengesetz – requirement for a smart meter and control unit for new systems from 7 kWp (since 25.02.2025); without a control unit, the grid operator permanently limits feed-in to 60 % of installed capacity
- Solargesetz Rheinland-Pfalz – solar requirement for new commercial buildings (since 01.01.2023) and new public buildings/roof refurbishments (since 01.01.2024), in each case from 100 m² usable floor area; PV-ready requirement for new private buildings (since 01.01.2024)

Solar requirement in Rhineland-Palatinate
No full solar requirement for private residential buildings. However, since 1 January 2024, a PV-ready requirement: new buildings must be designed so that a photovoltaic system can be installed later. Actual installation remains voluntary for private owners.
For new commercial buildings with over 100 m² usable floor area, a genuine solar requirement has applied since 1 January 2023. For new public buildings over 100 m² and roof refurbishments of public buildings, it has applied since 1 January 2024.
By the end of 2026, Rhineland-Palatinate must implement the EU Buildings Directive. This is expected to tighten the solar requirement for residential buildings as well.

1. Feed-in application to the grid operator

- Online portal of the grid operator (legally required since Jan. 2025)
- Complete the form: Location, planned kWp capacity, feed-in type
- Wait for approval – 4 W-week deadline (up to 30 kWp); automatically approved if there is no response after 1 month
- Tip: The installer often handles registration, ask when requesting a quote
2. MaStR registration (Marktstammdatenregister)
- Portal: marktstammdatenregister.de
- Deadline: within 1 month of commissioning
- Required: System capacity (kWp), installation date, location postcode
- Tip: Many installers include MaStR registration, clarify this in the quote
3. ISB loan (Rhineland-Palatinate, main funding)
- Through your bank apply
- Loan amount depends on household size: up to 100.000 € (4 people), +5.000 € for each additional member
- Have eligibility for a repayment grant of up to 25 % checked, depending on income and Effizienzhaus standard
- Submit the application before commissioning work
