- EEG 2023 – feed-in tariff and funding (federal level)
- Solarspitzengesetz – requirement for a smart meter and control box for new systems from 7 kWp (since 25.02.2025); without a control box, the grid operator permanently limits feed-in to 60 % of installed capacity
- Solar requirement: Applies since 1 January 2026 to new residential buildings (amendment to the Energiewende- und Klimaschutzgesetz, EWKG, adopted by the Landtag in January 2025)

Solar requirement Schleswig-Holstein
The solar requirement already applies. It affects new residential buildings whose building permit was issued after 29 March 2025, as well as major roof renovations. The requirement has been in force since 1 January 2026, with a transitional period until the end of March 2026 for ongoing construction projects. For non-residential buildings (businesses, offices, halls), the solar requirement has applied since 1 January 2023.
Affected owners must install a photovoltaic or solar thermal system, on flat and pitched roofs alike. Failure to comply may result in fines, and the authority may also restrict use of the building until the system is installed.

Building permit: not required for roof-mounted systems. Exceptions: listed building protection, ground-mounted systems.

Solar irradiation note: SH is in the lower range (~1.000–1.030 kWh/m²/year) - a longer payback period than in the south, but still economically viable.
Funding in Schleswig-Holstein
No direct state grant for private PV systems. Instead, the state supports them through low-interest loans from IB.SH.

Valid: 01.02.2026 – 31.07.2026 | From 01.08.2026, reduction of 1 % (six-monthly reduction pursuant to § 49 EEG 2023). Systems already commissioned retain their tariff rate for 20 Jahre.
Installation steps in Schleswig-Holstein

How to submit applications
1. Feed-in application to the grid operator
- Identify grid operator: Postcode search at solar.red/netzbetreiber
- Online portal of the grid operator (legally required since Jan. 2025)
- Complete the form: location, planned kWp capacity, feed-in type
- Wait for approval - 4 W-week deadline (up to 30 kWp); automatically approved if there is no response after 1 month
- Tip: The installer often handles registration - ask when requesting a quote
2. MaStR registration (Marktstammdatenregister)
- Portal: marktstammdatenregister.de
- Deadline: within 1 month after commissioning
- Required: system capacity (kWp), installation date, site postcode
- Tip: Many installers also complete the MaStR registration - clarify this in the quote
3. KfW 270 or IB.SH (main funding in SH)
- Apply for KfW 270 via your bank (not directly from KfW)
- Portal: kfw.de/270
- Alternative: IB.SH loan "Wohnraum modernisieren" for owner-occupied property, from 1,1 % p.a.
- Submit the application before placing the order
4. Municipal funding in SH
- Kiel: "Solarstadt Kiel" suspended for 2026; enquire again with the Umweltschutzamt for 2027
- Schleswig-Flensburg: 150 € balcony solar system grant - enquire directly with the district
- Other cities: enquire directly with the Stadtwerke or municipal office
