Hamburg solar obligation
Hamburg has one of Germany's strictest solar obligations – Hamburg was one of the first federal states with a binding PV obligation, before Baden-Württemberg and Berlin.

Hamburg funding
No direct state grant for a standalone PV system. The only direct funding is available when combined with a green roof.

Valid: 01.02.2026 – 31.07.2026 | From 01.08.2026, a reduction of 1 % applies (six-monthly reduction under § 49 EEG 2023). Systems already commissioned retain their tariff for 20 Jahre.
Note on solar irradiation: Hamburg is in the lower middle range (~1.000–1.050 kWh/m²/year) – still economically viable, with payback around 1–2 Jahre longer than in southern Germany.
Installation steps in Hamburg
- Check the roof (orientation, structural capacity) – for new builds or complete roof-covering renewal: observe the solar obligation from 2023/2025
- Check green roof funding if a combination with a green roof is planned (apply before the measure begins)
- Appoint a certified specialist company
- Register with Stromnetz Hamburg – allow 4–8 W weeks
- Register in MaStR and have a smart meter installed
- Commissioning + acceptance record
Note on the network operator: In Hamburg, Stromnetz Hamburg is the sole electricity distribution network operator for the city area.
How to submit applications
1. Feed-in application to the network operator (Stromnetz Hamburg)
- Portal: stromnetz-hamburg.de → section “Einspeiser / Erneuerbare Energien”
- Complete the form: Location, planned kWp capacity, feed-in type
- Wait for approval – 4 W-week deadline (up to 30 kWp); automatically approved if there is no response after 1 month
- Tip: The installer often handles registration – ask when requesting a quote
2. MaStR registration (Marktstammdatenregister)
- Portal: marktstammdatenregister.de
- Deadline: within 1 month after commissioning
- Required: System capacity (kWp), installation date, site postcode
- Tip: Many installers also complete the MaStR registration – clarify this in the quote
3. IFB Hamburg – green roof funding with PV (if applicable)
- Check at: hamburg.de/energie → green roof funding
- Submit the application before the measure begins – mandatory
4. KfW 270 (federal level)
