Legal basis

Important distinction: for residential buildings, there is no genuine obligation, only a “target provision” – no fines or penalties apply if no installation is fitted.

Funding in Bavaria
State level
No statewide grant programme by the Free State for private PV installations (as at 07/2026). The former “10.000-Häuser-Programm” has expired and was not renewed. Bavaria relies primarily on nationwide instruments:

Valid: 01.02.2026 – 31.07.2026 | From 01.08.2026, reduction of 1 % (six-monthly reduction under § 49 EEG 2023). Installations already in operation retain their tariff rate for 20 Jahre.
Bavaria advantage: Above-average solar irradiation (~1.200–1.300 kWh/m²/year in southern Bavaria) – higher yields than the national average.
Installation steps in Bavaria
- Check the roof – only a target provision applies to residential buildings (no penalty), while commercial/non-residential buildings have a genuine obligation subject to a fine
- Check the municipal funding programme (Stadtwerke or city)
- Commission a certified specialist company
- Register with the grid operator (4–8 W weeks' lead time)
- Register in MaStR, arrange smart meter installation
- Commissioning + acceptance report

How to submit applications
1. Feed-in application to the grid operator
- Find the grid operator: postcode search at solar.red/netzbetreiber
- Online portal of the grid operator (legally required since Jan. 2025)
- Complete the form: location, planned kWp capacity, feed-in type
- Wait for approval – 4 W-week deadline (up to 30 kWp); automatically approved if there is no response after 1 month
- Tip: The installer often handles the registration – ask when requesting a quote
2. MaStR registration (Marktstammdatenregister)
- Portal: marktstammdatenregister.de
- Deadline: within 1 month of commissioning
- Required: installation capacity (kWp), installation date, site postcode
- Tip: Many installers also handle MaStR – clarify this in the quote
3. Municipal funding in Bavaria
As there is no state programme, municipal funding is relevant:
- Contact your city's Stadtwerke / municipal office (e.g. SWM Munich, N-ERGIE Nuremberg, Stadtwerke Regensburg)
- Submit the application before installation (usually a requirement)
