Solar installation – Saarland

Legal basis

  • EEG 2023 – feed-in tariff and funding (federal level)
  • Solarspitzengesetz – smart meter and control box required for new systems from 7 kWp (since 25.02.2025); without a control box, the grid operator permanently reduces feed-in to 60 % of installed capacity
  • § 12a, § 12b Landesbauordnung Saarland – solar requirement for public and commercial buildings and larger new car parks (since 26.04.2025)
  • PV-ready requirement for private new-builds and roof renewals from 50 m² roof area (since 01.09.2025)

Solar requirement in Saarland

No full solar requirement for private residential buildings. However, there is a PV-ready requirement: Since 1 September 2025, new-builds and roof renewals with at least 50 m² roof area must be planned so that a photovoltaic system can be installed later. Immediate installation is not required.

For public and commercial buildings and larger new car parks, however, a genuine solar requirement has applied since 26 April 2025 for new construction or roof refurbishment (§ 12a and § 12b LBO Saarland).

Individual municipalities may additionally introduce their own solar requirement for private residential buildings by local statute. So far, no municipality in Saarland has made use of this option (as at 07/2026).

Installation steps in Saarland

  2. Check SIKB loan (up to 75.000 €, fixed interest rate 1 %)
  3. Check KfW 270 loan
  4. Appoint a certified specialist contractor
  5. Register with grid operator – 4–8 Wochen lead time
  6. Register in MaStR, have smart meter installed
  7. Commissioning + acceptance record

How to submit the applications

1. Feed-in application to the grid operator

  1. Identify the grid operator: postcode search at solar.red/netzbetreiber
  2. Online portal of the grid operator (legally required since Jan. 2025)
  3. Complete the form: location, planned kWp capacity, feed-in type
  4. Wait for approval – 4 W weeks' deadline (up to 30 kWp); automatically approved if there is no response after 1 month
  5. Tip: installer often handles the registration – ask when requesting a quote

2. MaStR registration (Marktstammdatenregister)

  1. Portal: marktstammdatenregister.de
  2. Deadline: within 1 month after commissioning
  3. Required: system capacity (kWp), installation date, location postcode
  4. Tip: many installers also handle the MaStR – clarify this in the quote

3. SIKB loan (Saarland)
