Solar installation – Saxony-Anhalt


Legal basis

  • EEG 2023 – feed-in tariff and funding (federal level)
  • Solarspitzengesetz – requirement for a smart meter and control unit for new installations from 7 kWp (since 25.02.2025); without a control unit, the grid operator permanently reduces feed-in to 60 % of installed capacity
  • No state-specific solar requirement

Solar requirement in Saxony-Anhalt

No solar requirement at state level (as at 07/2026), neither for private residential buildings nor for commercial or public buildings. Developers are free to decide whether to install a photovoltaic system. There are no fines for opting out. A statewide solar requirement is not currently planned.

Planning permission: not required for roof-mounted systems. Exceptions: listed-building protection, ground-mounted systems.

Funding in Saxony-Anhalt

No state programme for private PV systems. The former programme "Sachsen-Anhalt SPEICHERT" has been discontinued, and there is still no successor programme (as at 07/2026).

Valid: 01.02.2026 – 31.07.2026 | From 01.08.2026, reduction of 1 % (six-monthly reduction under § 49 EEG 2023). Systems already commissioned retain their tariff rate for 20 Jahre.


Installation steps in Saxony-Anhalt

  1. Check the roof (orientation, structural integrity)
  2. Check municipal funding (Halle, Magdeburg)
  3. Check KfW 270 loan
  4. Appoint a certified specialist company
  5. Notify the grid operator - allow 4–8 W weeks
  6. Register in the MaStR, have a smart meter installed
  7. Commissioning + acceptance report

How to submit the applications

1. Feed-in application to the grid operator

  1. Identify the grid operator: postcode search at solar.red/netzbetreiber
  2. Open the online portal of the grid operator (legally required since Jan. 2025)
  3. Complete the form: location, planned kWp capacity, feed-in type
  4. Wait for approval - 4 W-week deadline (up to 30 kWp); automatically approved if no response after 1 month
  5. Tip: The installer often handles the notification - ask when requesting a quote

2. MaStR registration (Marktstammdatenregister)

  1. Portal: marktstammdatenregister.de
  2. Deadline: within 1 month of commissioning
  3. Required: system capacity (kWp), installation date, site postcode
  4. Tip: Many installers also complete the MaStR registration - clarify this in the quote

3. KfW 270 (federal level - the only funding in Saxony-Anhalt)

  1. Apply via your bank (not directly through KfW)
  2. Portal: kfw.de/270
  3. Submit the application before placing the order
  4. Ask the municipal utilities directly about municipal grants (Halle, Magdeburg)
