Berlin is a city state. LAGetSi is the sole responsible authority for all of Berlin; there are no regional offices.
2. Specialist contractor approval (high risk)
Required for demolition and remediation work involving loosely bound asbestos (friable).
Informal application, in writing by post or email to bau@lagetsi.berlin.de.
Documents:
- Proof of technical equipment in accordance with TRGS 519, Anlage 8
- Proof of competent person (valid certificate of competence)
- Proof of the employer’s reliability
- Employees’ occupational medical screening certificates
- Risk assessment
Fees (ArbSchGebO, tariff item 71320):
- Initial approval: 1.075 to 2.675 EUR
- Amendment or extension: 267 to 535 EUR
3. A Notification requirement
All commercial activities involving asbestos are subject to notification.

The approval notice is subject to a fee.
4. Disposal
Berlin does not operate its own large landfill sites for asbestos waste. Disposal is through landfill sites in the surrounding area, in Brandenburg, Classes I and II.
Small quantities up to 1 m³ (households / small businesses), BSR hazardous waste collection points:

Note: Only the hazardous waste collection points at Brunsbütteler Damm, Gradestraße and Nordring accept asbestos-containing roofing felt.
Larger quantities (specialist contractors): approved waste management companies with consignment note (AVV 17 06 01*). Current disposal sites are listed in the Merkblatt 3 der Senatsverwaltung. Landfill Class I accepts firmly bound asbestos. Landfill Class III or a special landfill accepts loosely bound asbestos. Some disposal takes place through Brandenburg; specialist contractors should allow for higher transport costs.
5. Special features
- City state: one authority for all of Berlin. External specialist contractors apply for approval to their local GAA and submit notification to LAGetSi, which is responsible according to the construction site location.
- No own landfill: transport to Brandenburg is common, increasing disposal costs compared with territorial states.
- No fully digital application: forms are available as PDFs and submitted by email; there is no end-to-end online portal.
