Responsibility: The regional inspectorate at the company headquarters is responsible for authorisation. The regional inspectorate at the construction site is responsible for notification.
2. Specialist company authorisation (high risk)
Required for demolition and remediation work involving weakly bonded asbestos (friable).
Application to the TLV, with the responsible regional inspectorate at the company headquarters. Online via buerger.thueringen.de or by email or post.
Documents:
- Proof of technical equipment in accordance with TRGS 519, Anlage 8
- Proof of competent person (valid certificate of competence)
- Proof of the employer's reliability
- Employees' occupational health examination certificates
- Risk assessment
Fees: Authorisation is charged according to the work involved; no fixed flat rate is publicly stated.
3. A Notification requirement
All commercial activities involving asbestos are subject to notification.

The authorisation notice is subject to a fee.
4. Disposal
Small quantities (households / small businesses): The districts and independent cities are responsible through their municipal waste management operations.
Special landfill: ASD Asbestdeponie Thüringen GmbH, a specialist landfill for asbestos-containing waste in Thuringia. Disposal costs: 90 to 350 EUR/t depending on the landfill and material.
Larger quantities (specialist companies): Approved specialist waste disposal companies with consignment note (AVV 17 06 01*). Landfill class I accepts firmly bonded asbestos. Landfill class III or a special landfill accepts weakly bonded asbestos.
5. Particularities
- TLV as a special authority: As in Mecklenburg-Vorpommern and Sachsen-Anhalt, occupational safety is integrated into the Landesamt für Verbraucherschutz.
- Four regional inspectorates with direct email addresses following a clear pattern (AS-[Region]@tlv.thueringen.de), similarly easy to navigate as in Niedersachsen.
- Special landfill: With ASD Asbestdeponie Thüringen GmbH, Thuringia has a specialist disposal provider relevant to specialist companies.
- Online application possible: Fully digital submission via buerger.thueringen.de.
