Asbestos remediation – Baden-Württemberg
1. Responsible authorities
Baden-Württemberg has four Regierungspräsidien (RP). The RP at the company’s registered office is responsible for authorisation. The RP at the construction site is responsible for notification. Both tasks are handled by the relevant Referat 54.4, Industrie und Gewerbe with a focus on occupational health and safety.
Day-to-day monitoring is carried out by the 44 urban and rural districts as lower occupational health and safety authorities. The RPs handle authorisation and specialist supervision.

2. Specialist company approval (high risk)
Required for demolition and remediation work involving loosely bound asbestos (friable).
Apply in writing or by email to Referat 54.4 at the Regierungspräsidium responsible for the company's registered office.
Documents:
- Proof of technical equipment in accordance with TRGS 519, Annex 8
- Proof of a competent person (valid certificate of competence)
- Proof of the employer's reliability
- Employees' occupational health precaution certificates
- Risk assessment
Fees: Approval is charged according to the work involved; no fixed flat rate is publicly stated.
3. A Notification requirement
All commercial activities involving asbestos are subject to notification.

4. Disposal
Small quantities (households / small businesses): Rural districts and independent cities accept small quantities at recycling centres or Class I or II landfill sites. If the quantity corresponds to a typical household amount, municipal collection points dispose of it without extensive individual analyses.
Larger quantities (specialist companies): Approved specialist waste disposal companies with consignment note (AVV 17 06 01*). Class I landfill sites accept firmly bound asbestos. Class III landfill sites or special landfill sites accept loosely bound asbestos. The Landesanstalt für Umwelt Baden-Württemberg (LUBW) is responsible for landfill approvals.
5. Special features
- Referat 54.4 in every RP: Asbestos approval is always handled by this Referat in all four Regierungspräsidien, creating a clear responsibility structure.
- 44 Urban and rural districts as lower authorities: Day-to-day monitoring and the receipt of straightforward notifications are handled locally through the rural districts. Specialist companies submit their notification to the locally responsible authority.
