Asbestos remediation – Schleswig-Holstein

1. Responsible authority

Staatliche Arbeitsschutzbehörde bei der Unfallkasse Nord (StAUK).

Special feature: StAUK is organisationally based within the statutory accident insurance body, Unfallkasse Nord. No other federal state regulates this in this way.

StAUK has three locations, each with its own area of responsibility.

2. Specialist company approval (high risk)

Required for demolition and remediation work on loosely bound asbestos (friable).

Application: online via the Serviceportal Schleswig-Holstein or in writing to the responsible StAUK location.

Documents:

  • Evidence of technical equipment in accordance with TRGS 519, Anlage 8
  • Evidence of a competent person (valid certificate of competence)
  • Evidence of the employer's reliability
  • Occupational health precautionary certificates for employees
  • Risk assessment

Fees: Use of the portal is free of charge. Administrative fees under the Gebührenordnung Schleswig-Holstein apply to certain procedures; no fixed flat rate is publicly stated.

3. A Notification requirement

All commercial activities involving asbestos are subject to notification.

4. Disposal

Small quantities, AWSH region (Abfallwirtschaft Südholstein): 8 of 13 AWSH recycling centres accept asbestos from private individuals and businesses. The material must be packaged dust-tight, in tear-resistant sheeting or blue special bags. This packaging requirement also applies to small quantities.

Larger quantities (specialist companies): approved specialist waste disposal companies with a consignment note (AVV 17 06 01*). Special landfills are located in Wiershop (Rappenberg, 21502) and Trittau (Technologiepark 25, 22946). Landfill class I accepts firmly bound asbestos. Landfill class III or a special landfill accepts loosely bound asbestos.

5. Special features

  • StAUK at Unfallkasse Nord: the only federal state to have organisationally embedded its occupational safety authority within statutory accident insurance. Unusual for external specialist companies.
  • Three locations rather than one central office: Kiel, Lübeck and Itzehoe share responsibility for all of Schleswig-Holstein by district.
  • Online approval possible: Schleswig-Holstein offers a fully digital service for company approval via the Serviceportal.
  • AWSH packaging requirement: particularly strict. Even small quantities must be packaged dust-tight, otherwise the recycling centre will refuse acceptance.
  • Disposal partly in the Hamburg surrounding area: large quantities of asbestos end up at landfills in Wiershop and Trittau.
