Hamburg is a city-state. The Amt für Arbeitsschutz is the sole responsible authority for all of Hamburg.
2. Specialist company approval (high risk)
Required for demolition and remediation work involving weakly bound asbestos (friable).
Apply to Amt für Arbeitsschutz Hamburg, Billstraße 80. Applications are submitted informally in writing or by email.
Documents:
- Proof of technical equipment in accordance with TRGS 519, Anlage 8
- Proof of competent person (valid certificate of competence)
- Proof of the employer's reliability
- Proof of employees' occupational medical examinations
- Risk assessment
Fees: approval is charged according to the work involved; no fixed flat rate is publicly stated.
3. Aotification requirement
All commercial activities involving asbestos must be notified.

Fees for notifications: none.
Shorter deadline: possible in exceptional cases. The authority decides within 2 Werktagen.
Online portal: Hamburg provides a fully digital notification system via the Serviceportal Hamburg; a business account is required. After submission, the company automatically receives a PDF confirmation.
The approval notice is subject to a fee.
4. Disposal
Small quantities (households / small businesses): Stadtreinigung Hamburg (SRH) operates 12 recycling centres. All accept hazardous waste, including small quantities of asbestos. Asbestos-containing planters are accepted if dampened and packed dust-tight in tear-resistant film.

Larger quantities (specialist companies): approved specialist waste disposal companies with a consignment note (AVV 17 06 01*). Specialist landfill sites are located in Hamburg itself and in the surrounding area, in Wiershop (Rappenberg, 21502) and Trittau (Technologiepark 25, 22946). Landfill class I accepts firmly bound asbestos. Landfill class III or a hazardous-waste landfill accepts weakly bound asbestos.

- City-state: no confusion over regional authorities. Specialist companies from outside Hamburg apply for approval to their local GAA and submit the notification to Amt für Arbeitsschutz Hamburg.
