Asbestos remediation – Saarland
1. Responsible authority
Landesamt für Umwelt- und Arbeitsschutz Saarland (LUA).
Saarland is the smallest non-city state. The LUA is the sole responsible authority for the whole of Saarland.

2. Specialist contractor approval (high risk)
Required for demolition and remediation work involving loosely bound asbestos (friable).
Apply to the LUA in Saarbrücken. Application documents are available as PDFs at saarland.de/lua/DE/service/formulare/form-asbest. Online services are available under the OZG.
Documents:
- Evidence of technical equipment in accordance with TRGS 519, Anlage 8
- Evidence of a competent person (valid certificate of competence)
- Evidence of the employer's reliability
- Occupational medical precaution certificates for employees
- Risk assessment
Fees: Approval is charged according to the work involved; no fixed flat fee is publicly stated.
3. A Notification requirement
All commercial activities involving asbestos are subject to notification.

4. Disposal
Disposal in Saarland is handled through two separate systems.
Saarbrücken: The Zentrale Kommunale Entsorgungsbetrieb (ZKE) offers dedicated asbestos bags to private households. The three options: mini bag for self-delivery, up to 30 kg, 23 EUR, only at the Wertstoffzentrum Am Holzbrunnen. Standard bag, cube-shaped, 18 EUR, with collection. Extra-long bag for corrugated sheets, 25 EUR, with collection. For the collection options, disposal and transport costs are added, around 34,30 EUR per 100 kg plus 144 EUR for transport. Rest of Saarland (EVS area): Entsorgungsverband Saar (EVS) does not accept asbestos directly at its recycling centres. Private individuals must contact specialist disposal companies, for example Fa. Ritz in Reisbach, Fa. Gihl in Eppelborn or Fa. NES in Ensheim. Some municipalities offer their own solutions, including Merzig and Mettlach through their municipal recycling centres.
Larger quantities (specialist contractors): Approved specialist waste-disposal companies with a consignment note (AVV 17 06 01*). Landfill class I accepts firmly bound asbestos. Landfill class III or a special landfill accepts loosely bound asbestos.
5. Special features
- Smallest non-city state: The LUA is Germany's smallest occupational health and safety authority, a single central contact point for the whole of Saarland.
- Two separate disposal systems: Saarbrücken has its own bag system for private households through the ZKE. The rest of Saarland is covered by the EVS, which does not accept asbestos directly and refers people to private specialist companies.
- LUA retains its name: Unlike in other federal states, the authority has had the same name for years, with no renaming.
