Asbestos removal – Lower Saxony

1. Responsible authorities

Lower Saxony has 10 state trade supervisory offices (GAA). The GAA at the business's registered office is responsible for approval. The GAA at the construction site is responsible for notification.

2. Specialist contractor approval (high risk)

Required for demolition and remediation work involving weakly bound asbestos (friable).

Apply to the GAA at the business's registered office, in writing or by email.

Documents:

  • Proof of technical equipment in accordance with TRGS 519, Anlage 8
  • Proof of competent person (valid certificate of competence)
  • Proof of the employer's reliability
  • Occupational medical precaution certificates for employees
  • Risk assessment

Fees: Approval costs depend on the work involved; no fixed flat rate is publicly stated.

3. ANotification requirement

All commercial activities involving asbestos are subject to notification.

The approval notice is subject to a fee.

4. Disposal

Small quantities (households / small businesses): The Landkreise and independent cities are responsible through their municipal waste management operations. They accept small quantities at recycling centres or municipal landfill sites.

Niedersachsen-specific feature: Class I and II landfill sites may only accept asbestos-containing waste with case-by-case approval. This is required by the Musterkatalog für Siedlungsabfalldeponien. The responsible body is the relevant Amt für regionale Landesentwicklung.

Larger quantities (specialist companies): Approved specialist waste disposal companies with consignment note (AVV 17 06 01*). Landfill Class I accepts firmly bound asbestos. Landfill Class III or a special landfill accepts weakly bound asbestos. Disposal guide: gewerbeaufsicht.niedersachsen.de.

5. Special features
