Asbestos removal – Nordrhein-Westfalen
1. Responsible authorities
Nordrhein-Westfalen is divided into five administrative districts. The Bezirksregierung at the company's registered office is responsible for specialist company approval. The Bezirksregierung at the construction site is responsible for notification of each project.

2. Specialist company approval (high risk)
Required for demolition and remediation work on weakly bound asbestos (friable).
Submit an informal application to the Arbeitsschutzdezernat of the Bezirksregierung responsible for the company's registered office. Submit by post or email.
Documents:
- Evidence of technical equipment in accordance with TRGS 519, Anlage 8
- Evidence of a competent person (valid certificate of competence)
- Evidence of the employer's reliability
- Evidence of employees' occupational medical examinations
- Risk assessment
Fees: Approval is charged according to effort, in accordance with GebG NRW and AVwGebO NRW; no fixed flat rate is publicly stated. Notifications are free of charge.
3. A Notification requirement
All commercial activities involving asbestos are subject to notification.

Forms are available as PDFs on arbeitsschutz.nrw.de. Submit them by email to the relevant Bezirksregierung; there is no central online portal.
The approval notice is subject to a fee.
4. Disposal
Nordrhein-Westfalen has more than 400 landfill sites, of which more than 100 are in active operation. Several landfill sites accept packaged asbestos-containing construction waste.
Small quantities (households / small businesses): the districts, independent cities and their local waste management operations (AWB) are responsible. Nordrhein-Westfalen has no standard state authority; the relevant district or independent city is the first point of contact.

Larger quantities (specialist companies): approved specialist waste disposal companies with consignment note (AVV 17 06 01*). Landfill class I accepts firmly bound asbestos. Landfill class III or a special landfill accepts weakly bound asbestos. Full landfill list: LANUK NRW, Abfalldeponien.
5. Special features
- Five Bezirksregierungen with separate email addresses: approval and notification are handled by different departments depending on the matter. Arnsberg, for example, has separate addresses for approval (asbest@bra.nrw.de) and notifications (asv@bra.nrw.de).
- No central online portal: forms are available as PDFs on arbeitsschutz.nrw.de, and submissions are made by email to the responsible Bezirksregierung.
- Notifications are free of charge: arbeitsschutz.nrw.de states this explicitly.
- Disposal is highly decentralised: 53 districts and independent cities each have their own waste management operations. There is no central directory for end users.
