Asbestos removal – Hesse
1. Responsible authorities
Hesse has three Regierungspräsidien (RP). Special feature: approval for specialist companies is handled nationwide exclusively by RP Kassel, Fachzentrum für Produktsicherheit und Gefahrstoffe, Dezernat 56. For notifications, the RP at the company headquarters or construction site is responsible, depending on the type of notification.

2. Approval for specialist companies (high risk)
Required for demolition and remediation work on weakly bound asbestos (friable).
Application exclusively to RP Kassel, Dezernat 56 (Fachzentrum), regardless of the company headquarters. Hesse has centralised approval statewide.
Documents:
- Evidence of technical equipment in accordance with TRGS 519, Anlage 8
- Evidence of a competent person (valid certificate of competence)
- Evidence of the employer's reliability
- Evidence of employees' occupational medical examinations
- Risk assessment
Fees: Approval is charged according to time spent, at least 220 EUR.
3. A Notification requirement
All commercial activities involving asbestos require notification.

Online: Notifications can be submitted through the Verwaltungsportal Hessen. Forms are also available as PDF downloads on the websites of the respective RPs.
The approval notice is subject to a fee.
4. Disposal
Small quantities (households / small businesses): The public waste disposal authorities, namely districts and independent cities, accept small quantities containing asbestos as part of hazardous small-quantity waste collection. Contact the relevant municipal waste management operator.
Larger quantities (specialist companies): Authorised specialist waste disposal companies with consignment note (AVV 17 06 01*). Approved class I or II landfill sites accept asbestos-containing construction materials. Landfill class I accepts firmly bound asbestos. Landfill class II or III accepts weakly bound asbestos.
5. Special features
- Approval centralised at RP Kassel: Hesse concentrates approval for specialist companies statewide in a single body, the Fachzentrum Dezernat 56. Alle Hesse-based and external companies wishing to operate in Hesse apply for approval there.
- Online notification possible: Hesse offers complete online submission through Verwaltungsportal Hessen.
- Minimum fee of 220 EUR: Hesse is one of the few German states to publicly state a minimum amount for approval.
