Overview

Balcony solar systems are small photovoltaic systems for plug sockets. They are also called plug-in solar devices or mini-PV systems. Bergheim is covered by the Rhein-Erft-Kreis’s Energieoffensive, a district grant rather than a separate city grant.

Funding in Bergheim

Eligible applicants are owners, hereditary building-right holders, tenants, cooperatives, associations and homeowners’ associations with an installation in the district area. At the time of application, the purchase must not have been made more than six months ago.

The budget for 2026 has already been exhausted. The district accepted applications from 5 January 2026 and the funding volume was fully allocated within a few months.

State and federal funding

North Rhine-Westphalia had a state programme for solar installations called progres.nrw. The state has since discontinued this programme. Since January 2023 the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants’ rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example on the type of mounting. Tenants can also apply for the district grant.

Registration with the network operator

The network operator in Bergheim is Westenergie Netz GmbH (Westenergia). Since Solarpaket I, separate registration with the network operator is no longer required. The network operator receives the information automatically via the Marktstammdatenregister.
