Balcony solar systems in Stuttgart: funding and application

Overview
Balcony solar systems are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. The City of Stuttgart no longer funds them independently through Solaroffensive.
Funding in Stuttgart
Until 30 April 2026, Solaroffensive paid a flat-rate grant of 200 EUR per balcony solar system, with 300 EUR for Bonuscard-Kultur. The new funding guideline of 1 May 2026 removed this grant.
The current Solaroffensive now funds only accompanying measures for new roof or façade PV systems. Examples include electrical work, scaffolding and structural assessment. It also funds electricity storage systems in conjunction with a new PV system. A standalone balcony solar system is no longer covered by this funding.

State and federal funding
Baden-Württemberg has no state-level programme of its own for balcony solar systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. The technical rules and the registration requirement in the Marktstammdatenregister apply uniformly nationwide. Details can be found in the basic document Balcony solar systems in Germany.
Tenants' rights
Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example concerning the type of mounting.
Registration with the grid operator
The grid operator in Stuttgart is Stuttgart Netze GmbH, a joint venture of Stadtwerke Stuttgart and Netze BW. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
