Balcony solar systems in Rosengarten: funding and application

Overview

Balcony solar systems are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. The municipality of Rosengarten in Harburg district supports them through its second funding round 2026.

Funding in Rosengarten

Private individuals resident in the municipality of Rosengarten are eligible to apply, regardless of ownership of the building. The municipality awards funding on a first-come, first-served basis: complete applications with proof of purchase determine the order.

Payment depends on Harburg district approving the 2026/2027 two-year budget. The municipality expects this approval in summer 2026. Funding is also limited and is available only while supplies last.

State and federal funding

Lower Saxony has no separate state programme for balcony solar systems. The zero VAT rate for private photovoltaic systems has applied nationwide since January 2023. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example on the type of mounting.

Registration with the grid operator

The grid operator in Rosengarten is EWE NETZ GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
