Balcony power systems in Marburg: funding and application

Overview

Balcony power systems are small plug-in photovoltaic systems. They are also known as plug-in solar devices or mini PV systems. In Marburg, there are two parallel funding routes: a grant from the city of Marburg and a flat rate from Stadtwerke Marburg for installation.

Owners and tenants resident in Marburg can apply for the municipal programme. The city funds systems with an output of at least 200 and at most 800 Watt. The municipal special funding pot totals 150.000 EUR as a one-off and runs until the budget is exhausted.

Electricity customers of Stadtwerke Marburg receive the Stadtwerke grant for professional installation by an electrical contractor, where commissioning takes place between 1 January 2025 and 31 December 2026. Both funding routes can be applied for independently, with administration handled by Stadtwerke Marburg.

State and federal funding

Hesse has no dedicated state programme for balcony power systems that applies across all municipalities. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to have a plug-in solar device installed. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example regarding the type of mounting. Tenants can also use both funding routes in Marburg.

Registration with the grid operator

The grid operator in Marburg is Stadtwerke Marburg. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
