Overview

Balcony power systems are small plug-in photovoltaic systems. They are also known as plug-in solar devices or mini PV systems. Hansestadt Lüneburg funds them through its Klimafonds, but exclusively for tenants.

Only tenants can apply. Owners can instead use funding for solar thermal or geothermal systems included in the same programme. Registration in the Marktstammdatenregister is required. Total funding from all programmes may not exceed 49 per cent of gross costs.

State and federal funding

Lower Saxony has no dedicated state programme for balcony power systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to have a plug-in solar device installed. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example regarding the type of mounting. In Lüneburg, registered tenants also benefit from the municipal grant.

Registration with the grid operator

The grid operator in Lüneburg is Avacon Netz GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
