Balcony solar systems in Darmstadt: funding and application

Overview

Balcony solar systems are small photovoltaic installations for plug sockets. They are also called plug-in solar devices or mini PV systems. Wissenschaftsstadt Darmstadt supports balcony solar installations through its Förderprogramm Photovoltaik.

Owners, tenants and leaseholders can apply for funding. The invoice for the modules must be dated after 28 June 2022. The application is submitted only after purchase and commissioning.

Required documents are the completed application form, the invoice stating the specialist firm, total costs and output, and confirmation of MaStR registration. Tenants must also provide the owner's declaration of consent.

State and federal funding

Hesse has no dedicated state programme for balcony solar systems. Since January 2023, the zero VAT rate for private photovoltaic installations has applied nationwide. The technical rules and the requirement to register in the Marktstammdatenregister apply uniformly nationwide. Details can be found in the background document Balkonkraftwerke in Deutschland.

Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example concerning the type of mounting. Tenants can also apply for Darmstadt funding.

Registration with the grid operator

The grid operator in Darmstadt is e-netz Südhessen AG, a subsidiary of the ENTEGA Group. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
