Balcony solar systems in Leipzig: funding and application

Overview

Balcony solar systems are small photovoltaic systems for plug sockets. They are also known as plug-in solar devices or mini PV systems. The Stadt Leipzig supports them exclusively for holders of a Leipzig-Pass.

Funding in Leipzig

Only people with a valid Leipzig-Pass are eligible for funding. The applicant must use the dwelling unit themselves. Combining it with funding from the State of Saxony or the federal government is excluded.

Special feature: submit the application before purchase. You may buy and install the system only after receiving the written grant approval. Submit proof of use, including the invoice and a photo of the system, within six months of receiving the approval.

State and federal funding

Saxony supports balcony solar systems through Sächsische Aufbaubank with a dedicated state programme. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Technical rules and the registration requirement in the Marktstammdatenregister apply uniformly throughout Germany. Tenants’ rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may prohibit installation only for serious reasons. However, for Leipzig funding, the applicant still needs the landlord’s consent or a resolution of the owners’ association.

Registration with the grid operator

The grid operator in Leipzig is Netz Leipzig GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
