Overview
Balcony solar systems are small photovoltaic systems for plug sockets. They are also known as plug-in solar devices or mini PV systems. The Stadt Ludwigsburg no longer supports them at present.
Funding in Ludwigsburg
Ludwigsburg previously supported balcony solar systems through the KlimaBonus with 300 EUR per dwelling unit, and up to 1.098 EUR with a Ludwigsburg-Card. The funding budget has been exhausted, and the city closed the programme on 1 September 2025. There is currently no funding through the KlimaBonus.
The city administration will provide timely information if it relaunches the programme.

State and federal funding
Baden-Württemberg has no dedicated state programme for balcony solar systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Technical rules and the registration requirement in the Marktstammdatenregister apply uniformly throughout Germany. Tenants’ rights
Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may refuse installation only for a valid reason. They may set reasonable requirements, for example regarding the type of mounting.
Registration with the grid operator
The grid operator in Ludwigsburg is Stadtwerke Ludwigsburg-Kornwestheim (SWLB). Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
