Balcony solar systems in Filderstadt: funding and application

Overview

Balcony solar systems are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. The City of Filderstadt funds balcony solar systems with a flat-rate grant.

Funding in Filderstadt

Tenants and owners of a flat in Filderstadt are eligible to apply. Each household may submit no more than one application. The system must have an invoice date from 1 January 2026,; older systems are not eligible for funding.

The city pays according to the date of receipt, while funds are available. The annual budget is 14.000 EUR for 2026 and 2027. Listed buildings additionally require heritage protection approval.

Applications are made via the Service-BW online portal. Required documents are the application form, the invoice stating the output, the MaStR registration confirmation and proof of CE marking.

State and federal funding

Baden-Württemberg has no separate state programme for balcony solar systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example on the type of mounting.

Registration with the grid operator

The grid operator in Filderstadt is Netze BW GmbH. Stadtwerke Filderstadt only supplies energy and does not operate a grid. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically via the Marktstammdatenregister.
