Balcony solar systems in Siegen: funding and application

Overview

Balcony solar systems are small photovoltaic systems for plug sockets. They are also called plug-in solar devices or mini PV systems. The City of Siegen supports them through its Klimaschutz- und Klimaanpassungsförderprogramm in the Renewable Energy action area.

Funding in Siegen

Eligible applicants are private individuals with their main residence in Siegen and, since 2024, also non-profit associations, church institutions and sports clubs based in Siegen. The maximum total funding is 3.000 EUR per year for each household or institution.

The 2026 funding round has been running since 1 July 2026 and normally ends on 30 November 2026, provided the annual budget of 100.000 EUR has not been exhausted beforehand. Submit the application via the City of Siegen's online service portal.

State and federal funding

North Rhine-Westphalia had progres.nrw, a state programme for solar systems. The state has now discontinued this programme. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example regarding the type of mounting.

Registration with the grid operator

The grid operator in Siegen is Westnetz GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically via the Marktstammdatenregister.
