Balcony solar systems in Konstanz: funding and application

Overview
Balcony solar systems are small photovoltaic systems for plug sockets. They are also known as plug-in solar devices or mini PV systems. The Stadt Konstanz supports them through its Förderprogramm energetische Bestandssanierung, but a budget freeze is currently delaying the processing of new applications.

Tenants and owners resident in Konstanz are eligible to apply. The system must be installed on a balcony, façade or smaller ancillary building, not on the house roof. It must remain in operation for at least five years. Submit the application no later than six months after installation has been completed.
The city imposed a budget freeze on 19 September 2025 and extended it until the end of 2025. Approvals granted before this date remain valid; the city will process new applications only after the freeze has been lifted. The Amt für Klimaschutz can confirm directly whether the freeze has since been lifted.

State and federal funding
Baden-Württemberg has no dedicated state programme for balcony solar systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Technical rules and the registration requirement in the Marktstammdatenregister apply uniformly throughout Germany. Tenants’ rights
Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable requirements, for example regarding the type of mounting.
Registration with the grid operator
The grid operator in Konstanz is Stadtwerke Konstanz GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
