Overview

Balcony solar systems are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. Düsseldorf supported balcony solar systems through the "Klimafreundliches Wohnen und Arbeiten in Düsseldorf" programme.

Funding in Düsseldorf

The city is currently revising the programme. New funding applications are currently not possible. Applications that have already been approved or submitted are unaffected, and payment applications for these continue through the funding portal.

State and federal funding

North Rhine-Westphalia had a state programme for solar systems, progres.nrw. The state has since discontinued this programme. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. The technical rules and the registration requirement in the Marktstammdatenregister apply uniformly nationwide. Details are available in the basic document Balcony solar systems in Germany.

Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example on the type of mounting.

Registration with the network operator

The network operator in Düsseldorf is Netzgesellschaft Düsseldorf mbH, a subsidiary of Stadtwerke Düsseldorf AG. Since Solarpaket I, separate registration with the network operator is no longer required. The network operator receives the information automatically through the Marktstammdatenregister.
