Balcony solar systems in Ulm: funding and application

Overview

Balcony solar systems are small photovoltaic systems for plug sockets. They are also known as plug-in solar devices or mini PV systems. The City of Ulm funds them through measure 3.b of the Ulmer Energieförderprogramm.

Shipping and installation costs are excluded from funding. Mobile systems do not receive a grant. Submit the application within three months of installation; the date of the final invoice is decisive.

State and federal funding

Baden-Württemberg has no separate state programme for balcony solar systems. The zero VAT rate for private photovoltaic systems has applied nationwide since January 2023. The technical rules and registration requirement in the Marktstammdatenregister apply uniformly across Germany. Details are available in the background document Balcony solar systems in Germany.

Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example on the type of mounting. Tenants may also apply for Ulm funding.

Registration with the grid operator

The grid operator in Ulm is SWU Netze GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically through the Marktstammdatenregister.
